They look like rear fender air extractors to remove air trapped in the wheel wells. Now the real question is, do they actually work?
Cat has a time attack theme between the front/rear fenders, diffuser, and wheel/tire look. Not sure if real though.

There is a lancer here that has a full evo body kit, stanced out, wheels, spoiler, the whole lot. Stock engine with a fart can.

I’m 100% certain they don’t work. They’re (probably faux) carbon fiber over-fenders. Glue-on.
